1. Article 23 \u2013 Law of Information Technology<\/h2>\n

Organizations and individuals, when setting up a website that does not use the \u00a0Vietnamese national domain name \u201c.vn\u201d\u00a0must notify in the network environment to the \u00a0Ministry of Post and Telecommunications\u00a0 (now the Ministry of Information and Communications) the following information (Article 23, Law on Information Technology):<\/p>\n

Name of the organization stated in the establishment decision, operation license, business registration certificate or license to open a representative office; personal name;
\nNumber, date of issue, place of issue of people’s identity card or number, date of issue, place of issue of individual’s passport;
\nThe address of the head office of the organization or the place of permanent residence of the individual;
\nPhone number, fax number, email address;
\nRegistered domains.<\/p>\n

2. Article 41 \u2013 Law of Information Technology<\/h2>\n

Organizations and individuals must be “responsible before law for the accuracy” of this information. When changing information, they must notify such change.<\/p>\n

Decree \u00a0174\/2013\/ND-CP dated November 13, 2013\u00a0stipulating penalties for administrative violations in the fields of post, telecommunications, information technology and radio frequencies: \u00a0A fine of from VND 5,000,000 up to VND 10,000,000\u00a0for acts of registering international domain names without complying with the regulations of the\u00a0Ministry of Information and Communications; use international domain names without notifying or notifying missing information, incorrect information or changing information without notifying the Ministry of Information and Communications.<\/p>\n
