Instructions for GTLDS Domain Declaration at VinaHost

1. Article 23 – Law of Information Technology

Organizations and individuals, when setting up a website that does not use the  Vietnamese national domain name “.vn” must notify in the network environment to the  Ministry of Post and Telecommunications  (now the Ministry of Information and Communications) the following information (Article 23, Law on Information Technology):

Name of the organization stated in the establishment decision, operation license, business registration certificate or license to open a representative office; personal name;
Number, date of issue, place of issue of people’s identity card or number, date of issue, place of issue of individual’s passport;
The address of the head office of the organization or the place of permanent residence of the individual;
Phone number, fax number, email address;
Registered domains.

2. Article 41 – Law of Information Technology

Organizations and individuals must be “responsible before law for the accuracy” of this information. When changing information, they must notify such change.

Decree  174/2013/ND-CP dated November 13, 2013 stipulating penalties for administrative violations in the fields of post, telecommunications, information technology and radio frequencies:  A fine of from VND 5,000,000 up to VND 10,000,000 for acts of registering international domain names without complying with the regulations of the Ministry of Information and Communications; use international domain names without notifying or notifying missing information, incorrect information or changing information without notifying the Ministry of Information and Communications.

After successful registration of international domain names, you proceed to notify the use of international domain names.

3. Guide to register domain name

Step 1: Go to the page http://thongbaotenmien.vn. Click New Usage Notice >> Enter domain name in the box >> Search

Step 2: If this is the first time the domain name is declared >> Click Notice of Use

Step 3:

• If the domain name is owned by an individual >> Click Notice of the use of international domain names for individuals
• If the domain name is owned by an organization >> Click Notice of the use of international domain names for organization

• After filling in Fields >> Click Submit

The system will send an email automatically from the email address confirm@thongbaotenmien.vn – Notice of using international domain name with:

• Account: The domain name just declared
• Password: The password just created

You just need to log in to this account to declare the next domain names without having to create a new account.
